Karl Nell

Background and documented career

Karl E. Nell is a retired Army colonel whose published professional biographies describe military intelligence, defense industry, and Army modernization work. SALT’s speaker biography lists employers including Bell Laboratories, Lockheed Martin, TASC, CACI, and ENSCO, and identifies a final Army assignment supporting the UAP Task Force. These are substantive career claims, but a conference biography is not a personnel file or an independent audit of access to every alleged program. [1]

What has been claimed or reported

Nell entered the modern disclosure debate prominently in The Debrief’s June 5, 2023 reporting on David Grusch. Speaking on the record, he supported Grusch’s account of a longstanding effort to reverse engineer technology and asserted that some of it originated with nonhuman intelligence. The article identified Nell as an Army liaison to the UAP Task Force who had worked with Grusch. [2]

At SALT iConnections in New York on May 21, 2024, Nell expressed categorical confidence that nonhuman intelligence exists and interacts with humanity. Asked about his basis, he pointed to other officials’ public statements and broader arguments about life in the universe. His answer did not supply public physical evidence or a detailed account of personally examining an alleged recovered craft. [3] [4]

His May 2025 Sol Foundation paper develops the policy side of his position. It calls for an independent review board, a structured process for releasing UAP information, and government control over any relevant recovered technology. These are proposed oversight mechanisms. Their publication does not establish that the materials contemplated by the proposals exist. [5]

What the public record supports

The Debrief subsequently reported checking Nell’s Army assignment with a senior intelligence official who spoke on background. That offers reporting beyond an event biography, although readers cannot independently identify that official. It supports the narrower assertion that Nell worked alongside the task force, rather than independently demonstrating the nonhuman origin of technology. [6]

The official July 26, 2023 House hearing roster names Ryan Graves, David Fravor, and David Grusch. Nell was not one of those witnesses. His endorsement in journalism and his conference appearances should not be relabeled as sworn testimony at that hearing. [7]

Limits, disputes and open questions

Nell’s confidence is a statement of his assessment, not a measurement of evidentiary certainty. Multiple officials repeating similar conclusions could be significant, but the public needs to know whether their information is independent and what each actually observed. The strongest reading of these sources is that Nell is a consequential former official advocating disclosure and endorsing extraordinary claims. The missing public bridge is inspectable evidence connecting his conclusion to specific observations, records, or materials.
